Perhaps it's an urban legend but in the Hartford area sneakers on a wire are said to be an indictor of where drugs can be bought. Did there happen to be a CVS or Walgreens near the running store?

In the mid 70's I clearly remember the slung sneakers on my grandparent's street in Philadelphia. I always suspected they were dealin'! RIP.

The most unusual site in Eureka Springs (arkansas) was The Shoe Tree. In the middle of no where (actually off a side road on the way to the lake) was a tree that had hundreds of shoes hung on it, some in pairs and some in singles. Alas, the ice storms a couple year back took it out. However, hope springs eternal :
